My four-year-old had a difficult time with this in the car. He couldn't tear the tape, and became frustrated quickly. He played with it when we got to Grandma and Grandpa's because they had scissors. It really wasn't something he could do independently then either, even though he uses scissors often. He does still have a difficult time tearing off a small piece of scotch tape--I think once a child masters that task this would be an easier book for them.
